I don't consider Deluxe Paint to even be in the running when compared to
high end programs like Photoshop.
Photogenics is a newer paint package for the Amiga which contains a lot of
flexibiliy and useful features of better packages. Between that and
TV-Paint (Picasso) Most of my image touch up needs are taken care of.
neither of them are a total solution by themselves for me, though.
